chore: bump to `semantic-release@^21`

Requires bumping the plugins as they depend on the breaking change to
ECMAscript modules:

- `@semantic-release/commit-analyzer@^10`
- `@semantic-release/gitlab@^12`
- `@semantic-release/release-notes-generator@^11`
