Add support for dependencies

Correct generation of manifest, specifically digests.
Add reporting policy to SUIT parser.

* Add run section even if not present in dependent
* Remove hexprints of bstr wrapped fields.
* Remove spurious quotes from UUIDs in debug output

Dependents still have some spurious commands.

This prevents Python's handling of True == 1

Basic support for boolean component ids

Add support for 4k metadata

Default was 1k, which was too small for hss-lms

This is probably broken all over.
