install_base.sh: Fixup devlib parameter handling

FIX

devlib/tools/android/setup_host.sh installs extra packages (e.g., system
images) by default (i.e., --install-all case). However, this is not
desired from LISA's standpoint.
Install only the required subset of Android SDK for LISA.
