install_base.sh: Address shellcheck findings

FIX

In addition to shellcheck fixes, also:
- perform some trivial style/formatting cleanup
- drop support for legacy "install-android-sdk" command line argument
- sort system packages lists
- drop superfluous ';'
- Handle potential failure of `systemd-detect-virt` command
