selftests/mm: Enable soft-dirty tests on arm64

Now that arm64 supports soft-dirty tracking lets enable the tests, which
were previously disabled for arm64 to reduce noise.

This reverts commit f6dd4e22 ("selftests/mm: skip soft-dirty tests
on arm64").
