ANDROID: GKI: bfq: enable bfq i/o group scheduling 



To enable bfq i/o group scheduling for separating i/o groups to
foreground and background i/o groups, we need to set CONFIG_IOSCHED_BFQ
and CONFIG_BFQ_GROUP_IOSCHED to "y".
