powerpc/spufs: Use NICE_TO_PRIO(0) instead of private NORMAL_PRIO 



The (static) priority of a non-niced'd (nice=0) SCHED_NORMAL task is
given by NICE_TO_PRIO(0).

Remove the private definition of NORMAL_PRIO.
