firmware: arm_scmi: Add Tracer protocol support

Add support for the newly defined SCMI tracer protocol. Also add
a module relying on this tracer protocol, allowing to fetch
traced from SCP.

TODO: the description is succinct, but the cover letter should describe
it in more details.
