s390: Use MARCH_HAS_*_FEATURES defines

Replace CONFIG_HAVE_MARCH_*_FEATURES with MARCH_HAS_*_FEATURES
everywhere so code gets compiled correctly depending on if the
target is the kernel or the decompressor.
