drivers: perf: arm_pmuv3: Add framework branch records SW filtering

This just adds infrastructure for branch records software filtering during
PMU IRQ handling - when overflown event's branch filter does not match the
branch filter configured on the PMU. But for now, this just falls short of
implementing the actual software filter.
