Documentation: arm64: booting: Document tag cache requirements

When tag storage is available to the kernel, the Allocation tags for the
entire memory that can be tagged must be cleaned to PoC, to avoid writeback
of dirty allocation tag cache lines corrupting data from a tag storage
page.
