to-fold: Mark the memory range as RIPAS_RAM

Realm data access to a protected IPA whose RIPAS is EMPTY will
results in a SEA to the Realm. Mark the entire guest RAM as
RIPAS_RAM now that the Realm guest is not doing this by itself.
