arm64: SPE: Resume SPE after KVM_ARM_VCPU_SPE_STOP_EXIT guest exit 

Test the SPE_ARM_VCPU_SPE_STOP_EXIT and the KVM_ARM_VCPU_SPE_RESUME
flags.
