BoardModulePkg: Add BIOS Info HOB

Added gBiosInfoGuid to be used in publishing the BIOS information
HOB which is needed in FIT generation.

Also added the BIOS Info header file BiosInfo.h that defines the
BIOS info struct and GUID.
