PlatformPayloadFeaturePkg.dsc: Add missing packages

Add package that are required to build PlatformPayloadFeaturePkg.

Test:
Running python Features/Intel/PlatformPayloadFeaturePkg/PlatformPayloadFeaturePkg.py
generates a FV.
