Change License.txt in the root of the edk2 repository from the
2-Clause BSD License to the BSD+Patent License.

The text difference between these licenses in the patch is larger
than expected due to different choices for the position of the line
breaks.  The text from the BSD 2-Clause license and its disclaimer
are the same.  New clauses from the BSD+Patent license have been
added.

Add top level License.txt file with the BSD 2-Clause
License that is used by the majority of the EKD II open
source project content.  Merge copyright statements
from the BSD 2-Clause License files in each package
directory and remove the duplication License.txt
file from package directories.

Both files originate from ArmPlatformPkg.

The copyright notices at the top of "License.txt" have been refreshed as
follows:
- I grepped ArmVirtPkg for "copyright", case-insensitively
- for each copyright holder company, I unified the intervals to the
  strictest superset (no absent year was introduced in this process)
- I listed the copyright notices in decreasing order of last contribution
  year.
- When a "last contribution year" was shared by several notices, I sorted
  those between each other in descending "first contribution year" order.

Contributions.txt documents the contribution process for all
tianocore projects. The conents of Contributions.txt should
match in all cases.

License.txt is a per-project document showing the license terms
used by that project.
