MdePkg/Include/Protocol: EFI_RESET_NOTIFICATION_PROTOCOL duplicate

Remove duplicate declaration of structure type
EFI_RESET_NOTIFICATION_PROTOCOL from ResetNotification.h.  The
forward declaration of the top of this file already declared
this type.
