MLBEDSW-10124: Fix TFLite SELECT/SELECTv2

* TOSA and TFLite versions of SELECT are functionally identical so
  by aligning the tensor mapping of them we can support them both.
* Adjust calculation of OFM shape for binary elementwise to handle
  broadcasting on both IFMs.
