Update the CI docker image

* Base image updated to Ubuntu 24.04
* version of clang-format is updated to 19
* version of clang-tidy is pinned to 19
* ccache added
* python3-six removed as it is not used and its installation failed

Source changes were required only because of the clang-format version
update.
