quality: Remove specific issue and MR template files

Now Default.md files have been added to the template repo and
this repo has been added to the group as the source of templates,
there is no longer any need for specific defect and MR templates.
These can also be removed in the projects themselves now as the
defaults in the template repo propagate downwards.
