hal: Update mcu-driver-reference-platforms-for-arm

The latest mcu-driver-hal has RTE_Components.h removed because this
CMSIS configuration header is not used by the HAL or its
implementations. Its removal from the HAL repository enables the SDK
examples and any user projects to provide their own RTE_Components.h
with different configurations such as RTOS configurations.

Because the SDK indirectly gets mcu-driver-hal as a submodule of
mcu-driver-reference-platforms-for-arm, we update the revision of the
latter.
