cmake: Add Cortex-M4 support for CMSIS

Limitation: The cmsis-startup-cortex-m target defines compile
definitions based on the CMAKE_SYSTEM_PROCESSOR variable that is not
able to identify the presence of extensions such as floating point or
MVE.
