hal: Upgrade MCU-Driver-Reference-Platforms-for-Arm 



Bump the SHA to versions that support using our toolchain files.

Remove GIT_SHALLOW from mcu-driver- as it causes FetchContent to clone
with --depth=1. FetchContent's git checkout fails if the specified
GIT_TAG is not the latest commit in the remote in this case.
