Serial: Add serial support 



* Sanity checked and completed existing MCU-Driver-HAL serial implementation
* Formatted coding style of serial driver implementation
* Enable MCU-Driver-HAL serial example
* Add support for Greentea echo test
* Add Python script to build and run Greentea test
* Increase the speed of the serial interface for Greentea test
