cs310: Update device_cfg.h

This commit does the following:

- cs310-fvp: Update device_cfg.h as the exisiting
one was generated from an older version of
CMSIS packs, currently cmsis pack has a clear
separation for fvp and fpga.

- cs310-fpga: Generate device_cfg.h using latest
version of CMSIS Pack as it's necessary to specify
configurations that are specific to the FPGA.
