Added CI support and following QA checks:

* Check if the dependencies in listed in `.gitmodules` are included in
`manifest.yml` along with mandatory attributes
* TPIP: Check `.gitmodules` and `source files` any changes in URLs and
highlight those changes in the merge request
* Check source files for mandatory license attribute

Add CI support to bsp repository. In addition, add TPIP check.

This commit is added to enable the MPS3 input-output
peripheral on corstone-300 platform to be used on the
non-secure side from which the user application would
be executed.

peripheral to drive LEDs, sensors, etc..

This commit is added to enable the MPS3 input-output
peripheral on corstone-310 platform to be used on the
non-secure side from which the user application would
be executed.

Use a more descriptive name (arm-corstone-platform-bsp)
for the main CMake target library provided by the project.
The older name, `target-corstone300`, did not take into
account that platforms other than Corstone-300 will
be supported in the future.

Replace the generic `TARGET_PLATFORM` CMake variable
to select hardware target platform with
`ARM_CORSTONE_CMSIS_BSP_TARGET_PLATFORM` as it is
less generic and thus less likely to clash with any other
variable used by other projects.
