components: Bump Mbed TLS version to v3.6.4

Updating Mbed TLS to v3.6.4 resulted in some
redundant declarations warnings (treated as errors)
in some of its libraries. Hence, the changes in
`components/security/mbedtls/integration/CMakeLists.txt`
