platform/rdfremontcfg2: preload cm and dm provisioning bundle

TF-M provisioning flow on RSS has been update [1] and the chip
manufacturing and device manufacturing provision bundle are expected to
be preloaded into the VM0 and VM1 SRAM regions of RSS as per the new
provisioning flow [2].
