Add new tc2-uefi variant

Add a new variant that only builds ARM Trusted Firmware and UEFI.

This variant will be used by people who want to use their platform with
pure upstream EDK2 and OpenPlatformPkg to test things like OS Installers
or to develop UEFI itself.
