configs: update RAS build macros for all platforms

TF-A component has updated some of the build options. This patch adds
following support:
- replace HANDLE_EA_EL3_FIRST with HANDLE_EA_EL3_FIRST_NS macro
- replace RAS_EXTENSION build option with ENABLE_FEAT_RAS and
  RAS_FFH_SUPPORT macros
