configs/rdv3*: enable RESET_TO_BL31 for RD-V3 platforms 



An environment variable `PLAT_RESET_AP_TO_BL31` is introduced to enable
or disable RESET_TO_BL31. If the variable is unset, the default value is
0, disabling RESET_TO_BL31.
