configs: enable SPM for all build machine architectures 



With BaseStackCheck library included in edk2-platforms, SPM can be
enabled for both x86 and AArch64 build machine architectures. Enabling
ARM_TF_ENABLE_SPM irrespective of the build machine architectures.
