build-target-bins.sh: skip fip packaging of stmm and tos_fw_config 



In case of RESET_TO_BL31, the TOS_FW_CONFIG and stmm are side-loaded
using model parameters. Hence, prevent them from getting packaged into
TF-A Firmware Image Package if RESET_TO_BL31 is enabled.
