Core: Add tfm_core_topology.h to abstract topology specific operations 



tfm_core_topology.h gathers the topology specific operations.
Add tfm_core_topology_set_pendsv_priority() in tfm_core_topology.h
to abstract the PendSV priority setting in single Armv8-M and
multi-core topology.
