feat(RD-V3): define SPMC manifest base address 



RD-V3 has a different SRAM layout. Also, FW_CONFIG DTB is not available
in the case of RESET_TO_BL31. Hence, define SPMC manifest base address
statically as ARM_SPMC_MANIFEST_BASE.
