feat(neoverse-rd): Increase PLAT_ARM_MMAP_ENTRIES for third gen platforms 

in order to accommodate NRD_CSS_MAP_BL31_DTB, PLAT_ARM_MMAP_ENTRIES and
MAX_XLAT_TABLES need to be incremented by 1 for third generation
neoverse-rd platforms
