[TEMP] don't load RMM image with TBBR enabled.

In a platform where RMM image is present, TBBR is not supposed to be
used as COT. Enabling CCA as COT is failing to authenticate RMM image.

This patch temporarily prohibits loading of RMM image by BL2 and also
excludes RMM image form FIP binaries.
