plat(sgi): add and register ras as logical partition 



Add support to register RAS module as an logical partition and
use SPMD API's to send direct message to the SP.

Add partition ID for RAS and SP, logical partition UUID and RAS LP's
init API. Also register the logical partition with the framework.
