feat(rdfremont): set ENABLE_MPAM_FOR_LOWER_ELS flag 



Set ENABLE_MPAM_FOR_LOWER_ELS flag to allow the lower EL2 to access
their MPAM registers without trapping to EL3. This doesn't enable
MPAM in EL3 itself, rather it allows the lower ELs to access MPAM
registers.
