fix(plat/rd): specify interrupt ranges for all chips

Patch a02a45df ("fix(gicv3): workaround for NVIDIA erratum T241-FABRIC
-4) introduced a change that requires the all the supported GIC SPIs to
be associated with a GIC base address. Accordingly, for RD-N1-Edge dual
chip and RD-V1-MC quad chip platforms, specify the GIC base for all the
supported SPIs.
