plat/arm/common: update FW_CONFIGS limit with RESET_TO_BL31 



With RESET_TO_BL31 there is no need of FW_CONFIGS memory which is
specifically used to share boot parameters between BL1/BL2/Bl31.
Set the ARM_FW_CONFIGS_LIMIT to ARM_BL_RAM_BASE.
