plat/arm: Initialize SMMUv3 GPT on RME enabled platform 



On platforms that support Realm Management Extension (FEAT_RME)
initialize SMMUv3 Granule Protection Table with the required GPCCR
and GPTBBR configuration to allow transactions coming to SMMU go
through GPC checks.
