product/rdn1e1: add debugger CLI module config data for mcp ramfw

Add config data for the CLI debugger module which provides basic system
investigation functionality such as memory read/write, register dumps,
module initialization, etc. Press CTRL-E on the mcp console to enter the
debugger and CTRL-D to exit it.
