cmsis: update CMSIS pack to 5.8.0

Update to CMSIS pack 5.8.0 is done as it supports cortex-m55
where the current version 5.2.0 doesn't.

Additionally __VTOR_PRESENT macro is defined for all platforms
that use cortex-m3/7 as it is required by the new cmsis pack.
