edac/arm_ccs: EDAC module for arm neoverse cpu

This implements an Error Detection and Correction(EDAC)
module to montior and log CPU errors (CE,UE).This module
exposes these errors in /sys/devices/edac/cpu/cpu*
providing users with visibility into cpu error occurrences
for better system diagnostics and troubleshooting
