[TEMP] drivers/clocksource: fix multichip boot issue

With 6.7-rc1 on wards, secondary core boot on the remote chip fails. It
is suspected that the timer event-stream enable is having a race
condition with the SMP bring-up / CPU cap detection logic. Until this is
debugged further, explicitly call arch_timer_configure_evtstream to
avoid remote CPU hang during secondary core bring-up.
