MdeModulePkg/BMMUiLib: Check reset requirement before exiting UiApp

V2: Refine the comments.

In UI page, some configuration change may require system reset.
BootMaintenanceManagerUiLib misses this check before exiting UiApp
to boot other boot options. Now add the check.
