ArmVirtPkg: resolve QemuFwCfgS3Lib

QemuFwCfgS3Enabled() in "ArmVirtPkg/Library/QemuFwCfgLib/QemuFwCfgLib.c"
returns constant FALSE.

The same implementation is now available factored-out in
"OvmfPkg/Library/QemuFwCfgS3Lib/QemuFwCfgS3Base.c".

Resolve QemuFwCfgS3Lib to BaseQemuFwCfgS3LibNull.
