KabylakeOpenBoardPkg/KBLRvp3: Remove PcdFrameworkCompatibilitySupport usage

Framework compatibility support is no needed and
PcdFrameworkCompatibilitySupport will be removed from edk2.
So remove the usage of this PCD in platforms firstly.
