Silicon/NXP/LS1043A: Use ChassisLib from Chassis2 Pkg 



Now the we have added Chassis Package, move the chassis specific common
code for all SOCs belonging to same chassis to ChassisLib.

Use ChassisLib APIs in SocLib.
